Very high-speed broadband is at the top of the electronic communications agenda in France. The French government has set a target of 4 million subscribers by 2012 and published an action plan in order to speed up the installation of fiber in the access network. The main objective of the action plan is to reduce deployment costs for all operators while ensuring that infrastructure-based competition can thrive. Civil engineering and access to buildings are key areas of action for public authorities.
